Job Description
DUTIES AND RESPONSIBILITIES
Under the supervision of the Deputy Regional Representative, Subregional Coordinator (DDR/SRC), Multidisciplinary Team for Oriental Near East (SNO) and the functional guidance of the Director, Policy Assistance and Resource Mobilization Division (TCA), the incumbent will provide policy assistance support in the subregion, with particular attention to policies related to analysis of policy issues affecting food security and agricultural and rural development. In particular will:
· Advise member countries and regional economic organizations in the subregion in the analysis of formulation of policies, strategies and programs for sustainable agriculture, rural development and food security, as well as subregional polices, strategies and programs aimed at enhanced cooperation and integration in the agricultural sector;
· Support institutional and analytical capacity building in policy analysis; formulation and implementation;
· Support and enhanced policy dialogue among stakeholders in the agriculture and rural sector in the subregion;
· Participate in and contribute to missions for sector and sub-sector reviews, as well as for the identification, formulation, appraisal and backstopping of technical assistance and investment programs and projects in the areas of FAO’s mandate;
· Monitor key developments in the subregion, prepare country or subregional economic and agricultural sector profiles, and collect and maintain up-to-date information for use in country briefs and analytical work;
· Support countries in the subregion on the prioritization of FAO technical cooperation initiatives and in their participation in in-country multilateral cooperation processes such as PRSP’s, CCA, UNDAF, ect.
· Monitor national bilateral and multilateral donor programs and projects (World Bank, IFAD< UNDP, regional banks) in the subregion, and seek and formulate complementary projects for implementation by FAO;
· Advise and support countries of the subregion in field program development from identification of opportunities and development of project ideas through their actual formulation, approval and funding;
· Participate in and contribute to missions for the identification, formulation, appraisal and backstopping of national, subregional and/or regional programs and projects in areas of FAO’s mandate; review and develop technical cooperation programs in line with agricultural formulation/revision of their national Medium-Term Priority Frameworks (NMTPFs) and related action programs, as required;
· Contribute to technical servicing of FAO statutory committees and other relevant fora;
· Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidate should meet the following:
· Advanced university degree in economics, agricultural economics
· Ten years of relevant experienced in: providing policy advice and assistance sector policy analysis and reviews; design and formulation of policies, strategies, programs and development projects, familiarity with regional agricultural and food security policy issues and concerns; preparation of technical policy papers for presentation at international/regional for a

SELECTION CRITERIA
Candidates will be assessed against the following:
· Extent and level of academic qualifications
· Knowledge of and experience in analyzing agricultural and food security policy issues
· Experience in capacity building activities related to policy analysis, formulation and dialogue
· Familiarity with policy issues in the subregion and knowledge of the economics, social, political and cultural conditions of countries in the subregion
· Communication skills, both orally and in writing
· Ability to work in a team and understand pressure and to plan, organize and supervise work of others and meet deadlines
· Knowledge of French and/or Arabic would be an asset
Salary
Level P-5 carries a net salary per year from US$ 104,747 to US$ 120,617 (without dependents) and from US$ 112,752 to US$ 130,899 (with dependents)
