Duties and Responsibilities:
Under direct supervision of the Chief, Social Security, with some leeway allowed for the exercise of independent judgement in the application of human resources policy, rules and regulations as well as standards related to Social Security Medical and Life Insurance schemes. In particular, to:
- Identify needs, formulate and develop cost containment strategies, policies, plans and tools for Social Security Medical and Life Insurance schemes in line with the UN Common System (Joint Committees, Senior Management, Staff Representative, ect.) guidance;
- Monitor the market trends and conduct surveys on the insurance markets as they pertain to FAO and prepare briefs and analyses on trends on FAO Social Security and other plans as well as information material for circulation;
- Provide risk management advice, statistics, cost analysis on claims and premium information as well as periodic performance reports to Senior Management, Committees, UNJSPF and/or insurers;
- Coordinate the Advisory Committee on Medical Coverage (JAC/MC) and the Advisory Committee in Compensation Claims (ACCC); Including formulation suggestions for reducing costs while enhancing coverage, organizing periodic meetings and membership;
- Contribute to the development of a system for monitoring the performance of contracts/agreements relating to the provision of social security Medical and Life Insurance schemes with third party firms/entities, including contract amendments;
- Participate in the processes of tendering, analysing bids, negotiating and contracting of services; including carrying out special studies on benefits, cost projections, practices of other UN organizations and of selected national systems;
- Pro-actively support the Front/Back Offices and other Offices/Branched regarding the implementation of new medical and life insurance policies, developments, projects and workflows; including creating training material and holding seminars;
- Participate to the periodic actuarial valuation exercise for the Organization's Social Security Long Term Liabilities and provide analyses on the valuation conducted by other Organizations/Firms as well as by the UNJSPF;
- Perform other duties as required;

Job Qualifications
Minimum Requirements
Candidates should meet the following
- University Degree in Public or Business Administration, Mathematics, Actuarial or Quantitative Management Sciences or other related field
- Five years of relevant administrative, actuarial and/or Insurance experience, including in the area of employee benefits
- Working knowledge of English, French or Spanish and limited knowledge of one of the other or Arabic, Chinese or Russian
Selection Criteria
Candidate will be assessed against the following
- Relevance of professional experience, preferably in actuarial and/or medical insurance risk management
- Demonstrated ability to draft, critically analyze and interpret official and legal documents in English; ability to draft and interpret documents in Italian desirable
- Good understanding of employee compensation, especially insurance schemes;
- Knowledge of insurance markets and/or employee insurance schemes would be an asset
- Ability to work accurately under pressure and to establish priorities
- Initiative and high sense of responsibility; sound judgment, critical approach to solving complex problems and attention to detail; high degree of tact and discretion
- Extents of knowledge of languages, knowledge of Italian would be an asset

Salary
Level P-3 carries a net salary per year from US$85,431 to US$ 107.437 (without dependents) and from US$ 91,523 to US$ 115,507 (with dependents)
